Federal AI/Teaming

The critical-skill sub your capture plan is missing.

Primes do not add subcontractors for capability they already have. They add the sub that can do the thing they cannot staff by Monday. Federal AI brings four of those things to a bid at once: security-cleared forward-deployed AI engineers, a cleared facility, current Department of the Air Force flying-training delivery, and SBIR Phase III authority for the Optimize readiness platform. Plus HUBZone credit toward a goal the government has missed six years running.

What a prime gets

Four things a capture manager cannot conjure the week before submission.

Every item below is verifiable before the teaming agreement is signed: registry data in SAM.gov, delivery facts in the public delivery record, the engineering standard at federal.ai/standard, and the SBIR lineage in the award record.

01 · Inside the customerCurrent Air Force delivery

Optimize is in production with a Department of the Air Force flying-training organization, in performance since 2023, with outcomes reported by the customer organization in the public case study. On readiness, aircrew scheduling, and training-pipeline bids, that is past performance at the organizations your program will roll through.

02 · ClearedCleared engineers, cleared facility

Engineers who can be badged in days, not months, working in customer-approved secure environments including disconnected and air-gapped networks. Clearance specifics are handled under NDA and DD254, never in marketing copy.

03 · Sole-source authoritySBIR Phase III for Optimize

Optimize derives from Air Force SBIR Phase I and Phase II awards and has been delivered under Phase III authority since 2022. Federal prime contractors, like agencies, may issue Phase III awards for work that derives from, extends, or completes that technology: sole source, no ceiling, under 15 U.S.C. 638(r). A prime can add the readiness decision layer to a program without a competition it does not want to run.

04 · Subcontracting planHUBZone credit that is actually scarce

Government-wide HUBZone achievement was 2.66% against the 3% goal in FY2025, the sixth consecutive miss. A certified HUBZone sub with a critical skill is the line in your subcontracting plan the contracting officer remembers.

How we team

Clean paper, fast.

Federal AI is built to be easy to add to a bid. The items your compliance and capture teams will ask for are prepared in advance.

AgreementsNDA and teaming agreement inside 48 hours

Standard mutual NDA, exclusive or non-exclusive teaming agreement by opportunity, workshare and key-personnel commitments in writing.

WorkshareProtégé-ready at 40 percent

Federal AI can serve as protégé in an SBA mentor-protégé joint venture, which qualifies as small for HUBZone set-asides and sole source with the mentor's past performance. Direct subcontracting at any workshare also works.

Data rightsAssertions prepared

Data rights assertions for Optimize are prepared in the DFARS 252.227-7017 format and shared at teaming: SBIR data rights for the SBIR-derived platform, restricted rights for privately funded enhancements, and government purpose rights negotiated where the program needs them.

Cyber postureNIST SP 800-171 status under NDA

Federal AI's NIST SP 800-171 self-assessment posture and SPRS status are shared with the prime's compliance team under NDA. DFARS 252.204-7012 flow-downs are accepted.

PeopleRole profiles, names under NDA

Three Cleared FDE role profiles are public at federal.ai/fde: Mission Architect, AI Integration Engineer, Platform and Security Engineer. Resumes and clearance status follow the NDA.

Where Federal AI fits in a bid

AI integration and evaluation inside the customer boundary; readiness, scheduling, and training-pipeline decision support; governed-AI evidence and authorization support; operator enablement; and the Optimize decision layer above a system of record. Federal AI does not bid against its primes on the same requirement.
